From the warp, go left through the tunnel and into the gated turtle farm. It is in the front corner.
How to use the farm
Simply use shears to break the seagrass and pick it up. This may be done at high speed. If it stops working, the bone meal dispenser may need to be filled - you can get bone meal from the nearby farm left of the building.
